Yeah it’s something they had to have considered. Perhaps many of those websites were high in the rankings without merit, however their traffic to advertisers may have been targeted. Less traffic to them means less revenue to Google.

I think the Panda and Penguin updates were a great way to make people find better content. But very interesting your point that Google will make less revenue overall (since for every Adsense dollar somebody makes, Google makes a share).
